Economic Stimulus Package

Abu Dhabi has responded swiftly to the economic challenges caused by the global health pandemic.

In March 2020, under the directives of H.H. Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Abu Dhabi Executive Council, the Abu Dhabi Government launched the Abu Dhabi Economic Stimulus Package to mitigate the impact on the Emirate’s economy, businesses and individuals of the global COVID-19 health crisis, ensuring continuous fiscal growth and preserving economic gains, lowering the cost of living and providing financial relief.

This Stimulus Package comprises of 16 wide-ranging initiatives aimed at businesses and individuals across Abu Dhabi.

Subsidies for electricity connection fees for startups
  • This is an existing subsidy available to all startups
  • Valid for electricity and water connection fees
  • Subject to specific requirements relating to connection and load size
SME credit guarantee scheme
  • Available to all SMEs in Abu Dhabi, includes National-owned and expatriate-owned SMEs
  • Types of facilities available under this scheme:
  • Working capital facilities of up to 3 months
  • Refinancing of current facilities with a tenure of more than 3 months and up to 4 years for working capital, guarantees, capex and growth capital
  • Subject to the lending policies and terms and conditions of the respective banks

Waiver of performance guarantees
  • Available to Emirati entrepreneurs, subject to terms and conditions
  • Available to startups until the end of 2020
  • Applicable to all startups based in Abu Dhabi, includes mainland and free zones

Suspension of bid bonds
  • Applicable to Emirati entrepreneurs from 2020 onwards
  • Applicable to all companies until the end of 2020

Reduction of industrial land leasing fees
  • Effective from 1 April 2020 onwards
  • Only new and renewed contracts for industrial activities will receive a 25% reduction in leasing fees
  • Applicable to leasing on the mainland or free zones, for both land plots and properties
  • For Zones Corp, this initiative applies to new leased plots and warehouses on the mainland only
  • For KIZAD, this initiative applies to new leased plots only on both the mainland and free zones. Applicable to both National-owned and foreign-owned companies
Waiver of industrial and commercial penalties
  • Effective from 16 March 2020
  • Applies to payment of fines for violations committed by registered companies operating within the commercial and industrial sectors in Abu Dhabi
  • These violations include, but are not limited to, delays in licence renewals, non-compliance of set terms and conditions of a facility, practising additional economic activities not under existing licence, improper storage of goods in unsafe areas, etc.

No application is required, the relevant penalties will be automatically cancelled by the Department of Economic Development (DED). For more information, visit the DED website:

Payment of approved government invoices within 15 working days

To ensure prompt payment, follow-up with the respective government entity. To escalate outstanding invoices due from government entities, visit Sharaka:

Rent rebates for F&B, tourism and entertainment facilities
  • Fixed 20% rebate
  • Applicable to new contracts signed between 1 October 2019 and 31 March 2020, and renewed contracts between 1 April to 30 September 2020.
  • Does not apply to lease-to-own contracts
  • Hotels are excluded from this rebate
  • Rebate will be given as either a cheque delivered to the tenant or cash payment via a bank branch

Suspension of tourism and municipality fees
  • Effective from 16 March to 31 December 2020
  • Applicable to all businesses in the tourism and entertainment sector, including events, cinemas and holiday homes
  • No refunds on any fees paid. For hotels, all collected fees within the effective period of this initiative will be considered as revenue

New committee to review lending options

This is an internal committee set up to follow-up on lending programmes for local companies to improve, support and monitor their accessibility to lending products.

 

New market maker fund

The Abu Dhabi Development Holding Company (ADQ) is in-charge of the AED 1 billion market maker fund. The objective of the fund is to buy and sell securities to facilitate trading and ensures a buyer for every seller and seller for every buyer. Market makers enable investors to enter and exit securities in an efficient manner.

The market maker fund aims to enhance liquidity and sustain balance between the supply and demand for securities. Overall, it will help to create a more dynamic equities market for the Abu Dhabi Securities Exchange (ADX), and in turn attract more investors and encourage more companies to go public and list.

  • Valid on mainland and free zones in Abu Dhabi
  • Applies to all Nationals who are residents in Abu Dhabi
